To provide the strategic leadership and governance required to implement the Disaster Management Act 2003, it is recommended that the State Disaster Management Group supported by the Department of Emergency Services develop a suitable governance framework for disaster management which includes the establishment of —
• strategic and operational priorities at the local, district and State levels, including priorities to address the commitments identified in the report approved by the Council of Australian Governments in relation to natural disasters in Australia; and
• a suitable performance management framework, including regular monitoring and reporting in relation to strategic and operational priorities.
