To enhance the governance of the Queensland disaster management system, it is recommended that the State Disaster Management Group supported by the Department of Emergency Services ensure that —
• the risks that need to be managed within the disaster management system are appropriately identified and clearly linked to governing bodies and/or committees;
• the governing body/committee structure provides assurance that there is no duplication of functionality or accountability gaps; and
• a suitable performance management framework is in place in relation to governing bodies/committees, including regular reporting and monitoring on the operations of these committees.
