To ensure an effective and co-ordinated approach to communication throughout the Queensland disaster management system, it is recommended that —
• the State Disaster Management Group supported by the Department of Emergency Services review the currency of the Communications and Information Protocols for Disasters and Major Incidents and communicate the protocols to all relevant stakeholders;
• a suitable Memorandum of Understanding/Partnering Agreement for district disaster co-ordination be developed between the Department of Emergency Services and the Queensland Police Service which clearly outlines their respective roles and responsibilities; and
• the Department of Emergency Services finalise its review of protocols which outline the respective roles and responsibilities of the State and local governments.
