The Working Group recommends that a review of the operation of the Commonwealth Mutual Recognition Act 1992 be conducted and that agreed national protocols be developed to manage the integration of
supplementary personnel (paid staff and registered volunteers) into State/Territory emergency management arrangements. These procedures should consider issues of legal protection and indemnity for those workers.
