That the NSW Government introduce a formalised governance structure at the State level to provide leadership and better assist local coastal councils with the management of catchments, funding and administrative constraints in relation to their Coastal Management Plans.

That the NSW Reconstruction Authority continue to work with the Department of Planning, Housing and Infrastructure, NSW Treasury, the Department of Climate Change, Energy, the Environment and Water and the emergency services organisations under the State Emergency and Rescue Management Act 1989 to minimise any duplication and improve efficiency between the work of the Authority and these agencies, particularly with respect to disaster preparedness and mitigation activities, data, modelling and information sharing.

By August 2024, the NSW Reconstruction Authority should review the temporary housing waitlist to determine the current extent of unmet need

By December 2024, all audited agencies should develop internal plans for implementing whole-of-government responsibilities under the Welfare Functional Area Supporting Plan and any plan developed as a result of recommendation one. This may include, as appropriate, the agency's:
- role in whole-of-government governance arrangements, including key interactions with other agencies
- procurement process, including analysis of appropriate options
- process for identifying appropriate sites for temporary housing
- relevant communication activities, including engagement with Aboriginal communities.

That NSW develop and prosecute with the Commonwealth Government a platform of priority initiatives and reforms the Commonwealth should pursue to better support emergency volunteering and build community capability, in partnership with other States and Territories.

The Minister for Emergency Services establish a new state-based emergency volunteering award, to improve recognition of emergency volunteers.

WALGA recommends that the State Government increase the EM resourcing for LGs who currently lack EM capacity and capability. This includes:
- Expanding the CESM Program to all LGs to provide LGs additional support to fulfil their LEMA requirements.
- Developing a more sustainable grant funding model for LGs that is responsive to the variations in LG resourcing and context.
- Continuation of the DFES DEMA and Community Preparedness Advisors programs and supporting these positions to be more responsive to needs of LGs and LEMA requirements.

WALGA recommends that as part of the LEMA Improvement Project a position be established within WALGA to work closely with the DFES SEMC business Unit to pilot new LEMA approaches with LG to ensure:
- LGs are supported in the transition to a new LEMA model;
- all LEMA improvement actions are monitored for effectiveness and continual improvement;
- the development of fit-for-purpose LEMA resources and training to support LGs and their respective LEMCs;
- LGs who currently lack resources are provided targeted support to develop and deliver grant-funded EM projects; and
- LEMA resource-sharing arrangements and collaborative approaches are strengthened.
WALGA’s LEMA Review findings confirm that many LGs require additional human resources to develop and maintain effective LEMA plans and sub plans and to build their EM capability.

WALGA recommends the State Government develop a simpler and streamlined State Emergency Management Framework with improved communications, guidance and digital tools for LGs to assist them to meet their LEMA obligations This includes:
- The development of a single policy statement that outlines the roles and responsibilities of LG in EM and more clearly articulates the function of LEMA and the minimum requirements for LEMA compliance.
- Improvement of the SEMC website to make it easier and more intuitive for LGs to navigate.
- Development of a digital LEMA knowledge hub/digital application that enables LG resource sharing and fosters a community of practice.
- Provision of a secure online portal system that supports LEMA reporting and interoperability between LGs and HMAs and between the local, district and state EM arrangements.

Relief and recovery capability: The Inspector-General for Emergency Management recommends that Emergency Management Victoria and the entity referred to in Recommendation 13, or otherwise responsible government department – in collaboration with the relevant relief and recovery organisations:
(a) identify the core capabilities required for operational relief and recovery roles at state, regional and incident levels
(b) coordinate capability development opportunities to develop a consistent level of capability in relief and recovery for relevant agencies at the state, regional and incident levels.

That, in order to prioritise early suppression and keep fires small:
a) Government set a KPI for NPWS regarding the percentage of fires that start on-park and are contained within 10 hectares, and consider whether 70% is an appropriate KPI for the NSW RFS and NPWS
b) NSW fire authorities deploy remote area fire fighting resources based on enhanced research and predictive modelling. In some circumstances, this may require prioritising the deployment of RART to enable rapid initial attack of new remote area ignitions over ongoing suppression operations, where supported by a relative risk assessment.

That, to ensure updated resource-sharing arrangements are in place, the NSW and Victorian Governments progress and finalise a multi-agency Memorandum of Understanding before the 2020-21 fire season commences.

Implement a fully integrated civilianised single call and dispatch centre, that includes a redundancy option outside the Sydney CBD, which will adopt an agnostic approach to deploy the quickest most suitable resource to an emergency. Such a centre should be managed by either a non uniformed public servant staffed organisation like the Office for Emergency Management, or the NSW Police Force

I recommend that the New South Wales Police Force, in conjunction with NSW Health, establish a Fixated Threat Assessment Centre to identify and gather information about fixated persons, assess the risks they pose, and attempt to mitigate such risks through early intervention.

I recommend that the Premier of New South Wales consider whether the Privacy and Personal Information Protection Act 1998 and the Health Records and Information Privacy Act 2002 should be amended to ensure that there is appropriate access to health related information available to ASIO (consistent with recommendation 12 of the report of the Martin Place Siege Joint Commonwealth—New South Wales review)

The State Emergency Management Committee to establish a State Bushfire Coordinating Committee as a sub-committee of SEMC. The State Bushfire Coordinating Committee will be chaired by the Director of the Office of Bushfire Risk Management and will have the primary responsibility to: · develop a State Bushfire Management Policy and a set of long term bushfire risk management objectives; · provide a forum for key bushfire risk management stakeholder agencies; · advise the SEMC on matters pertaining to bushfire, in particular, to report against the investment in, and achievement of the bushfire risk management objectives; · provide advice and support to the proposed Chief Officer of the Rural Fire Service on bushfire risk management matters; and · report to SEMC and to the community on bushfire risk management matters on at least an annual basis.

Government Communications Coordination
In future events, a more coordinated communications structure across Government, where
planned Government announcements relevant to the region in recovery are developed in
conjunction with the recovery team, would be beneficial to ensure recovery teams are aware
of, and can plan for, decisions that impact on the work of the recovery team.

Relevant policies and Westplans should be amended to require that full consultation occurs between the Controlling Agency and the Department for Child Protection and Family Support regarding the location of the evacuation centre(s) in a bushfire incident.

That the NSW Government consider enabling the default position during catastrophic and extreme fire danger periods to be the same as for section 44 fires, so that fire control centres have the same systems and resources ready to deploy should a fire break out.

Increased acceptance of mutual obligations will be fundamental to the management of fire risk across the state

A review of the manner in which resourcing is conducted across all agencies needs to occur with a review identifying the best manner to ensure all agencies adapt to the same process.

State-wide all agency reporting should be established to facilitate the interactions of emergency management agencies, support agencies and governments.

The State Government prepare a strategy before the 2013-14 bushfire season on how the main firefighting agencies should deal with a drier South West region where fewer prescribed burns can be completed each year.

The Minister for Emergency Services must ensure that future post-incident analyses are completed and made public within eight weeks of a natural disaster.

As part of the review of its due diligence processes, Tourism WA should ensure that:
- A minimum standard of due diligence is established that addresses the deficiencies noted in this Report.
- Sponsorship agreements include a provision requiring event organisers to complete disclosure questionnaires. If an organiser is found at any time not to have complied, or to have withheld material information, the penalty regime should extend to the nulling of the contract.
- Consideration is given on a case‐by‐case basis to stipulating the engagement of local event management companies to assist organisers in regards to event planning and risk management.

The Department of Regional Development and Lands should ensure that event organisers and government agencies responsible for sponsoring and approving events have a greater level of awareness about the requirements of section 91 licences under the Land Administration Act 1977 (WA).

The Minister for Police and Emergency Services and the Minister for the Environment report to Parliament by December each year as to the state of readiness of the main State Government agencies tasked with fighting bushfires.

In implementing the Keelty Report’s Recommendation 42, the Ministers for Emergency Services and Environment jointly report to Parliament by May 2012 on the likely impacts on, and implications for, the future bushfire operations of the State Government of the drying climate in the State’s South West region.

The Minister for Planning report to Parliament by May 2012 on the urgent actions undertaken by the Department of Planning and the Western Australian Planning Commission (WAPC) to transfer responsibility for declaring bushfire prone areas to the WAPC.

State and locals governments:
a) recognise that regardless of future declarations of bushfire prone areas, the existing planning and building problems in the Perth Hills related to bushfire risk will persist;
b) urge residents in these areas to retrofit their homes and evaporative air conditioners in compliance with AS 3959 - 2009;
c) examine options to retrospectively bring these areas into compliance with Planning for Bushfire Protection Guidelines.

The Water Corporation immediately review the outstanding orders for hydrant repairs and develop strategies to reduce the backlog.

The State Government ensure that the continued development of the Fire and Emergency Service Authority's Integrated Bushfire Risk Management System is dependent on an independent comparative assessment of its functionality and cost-effectiveness against the Spatial Support System used by the Department of Environment and Conservation.

The State Government transfer responsibility for the installation, removal, maintenance of fire hydrants to the Water Corporation, in accordance with the recommendations of the 2006 CDJSC Inquiry into Fire and Emergency Services Legislation.

The State Government give its full support to the Western Australian Local Government Association's Send to Solve initiative.

The State Government restructure the Fire and Emergency Services Authority as a Department. As part of this restructure, Emergency Management Western Australia should either
be:
1. clearly separated from the fire and emergency services response function; or
2. moved to the Department of the Premier and Cabinet or
3. moved to the Attorney-General‟s department.

The State Government mandate that the title deeds for relevant properties be amended to indicate if the property is in a declared bushfire prone area.

That the Department of Primary Industries address the forthcoming potential shortage of veterinary pathologists and agronomists within its testing facilities by positive recruitment actions over the next five years such as offering scholarships or training existing professional staff to develop skills in pathology.
The Committee encourages the Department to continue with these efforts to use the skills of private sector vets to strengthen the emergency response in the Australian Veterinary Reserve and the Accreditation Program for Australian Veterinarians.

The ITSRR should ensure that OTSI, as a division of ITSRR, co-operates and assists the ATSB in the conduct of any independent investigation by the ATSB of any rail accident or incident in New South Wales.

The New South Wales Government should make the necessary arrangements with the Australian Government, including any necessary legislation, for the Australian Transport Safety Bureau (ATSB) to have the power to investigate all rail accidents occurring on the New South Wales rail network the investigation of which may advance the knowledge of the causes of rail accidents in Australia.

All accredited rail organisations should be required to re-apply every three years to ITSRR for accreditation.
