REC324-4303 | 39 - Disaster Risk Management | Risk-based approach to calculating flood planning: That, to take account of greater knowledge of climate change, Government reinforce its adoption of a risk-based approach to calculating the flood planning level for planning purposes and, through the NSWRA, immediately start a process of revising all flood planning level calculations in the state’s high-risk catchments. Flood planning level re-determinations for all high-risk catchments should be completed within 3 years. These revised flood planning levels will need to be factored into all development applications (in-progress and new) in those high-risk catchments. The risk profile of high-risk catchments should be revisited at appropriate time intervals to check that levels are current. A review should take place if there has been a significant trigger event (i.e. changed rainfall, development) or at least every 5 years. As well as reviewing the flood planning level, this 5-yearly review should include reviewing any floodplain lease conditions and adjusting them as necessary in the light of better knowledge of climate change impacts. In working out a tolerable, risk-based flood planning level, consideration should be given to the PMF, 1% AEP, 0.02% AEP, existing development, approved but not yet constructed developments, and existing and approved but not yet constructed evacuation routes. |
REC324-4305 | 39 - Disaster Risk Management | Cost benefit framework:That, to enable a more systematic prioritisation of investment options in risk mitigation before, during and immediately following a natural disaster event, Government adopt and utilise a Disaster Cost Benefit Framework. REC002-4003 | 35 - Business and Industry in relation to industry | Where gas exists, and no provisions are made for its constant removal, no shots should be fired, and, where permitted in a gassy mine, shots should be fired only by a man specially appointed, and at such hours when the miners are not within the mine. All shots should be tamped by stone well damped, and only copper or wooden tools should be employed. As far as possible the use of explosives should be discouraged, and skilful mining encouraged. Danger-boards should be placed further from the faces whence gas issues (say), where practicable, 50 yards. |
REC002-4001 | 35 - Business and Industry in relation to industry | The Commission consider that in all mines where gas exists the course of the air should be directed to sweep along the working-faces; in mines worked by Pillar and Stall, bratticing must be resorted to to carry the gas from the face as it issues, and so prevent any accumulation of explosive gases or of gases inimical to life. In cases where gas exists it would be better that no bords should be broken off the back or return heading or supplied with air fouled by dangerous gases. The panel system of working by confining and localising districts, or some modification thereof, might be pursued with advantage. |

REC126-1990 | 9 - Community education | That the Emergency Services Agency take measures to ensure that the community regularly receives up-to-date information on the risks of bushfires |
REC126-1998 | 8 - Communications and warnings | That a system of public warnings that uses grid references shown on the maps in the Canberra telephone directory be adopted |
REC126-1960 | 13 - Mapping and data quality | That an appropriate geographic information systems capability be maintained to enable the production of fire-specific maps as the need arises and that personnel from the Emergency Services Agency and other agencies be trained in the operation of map production systems, so that 9maps can be modified to include fire-specific information as required |
REC126-1999 | 9 - Community education | That the Canberra Urban Development Working Group referred to in Mr Peter Dunn's letter consider the report prepared by Mr Leonard and note particularly that the community awareness information currently available to householders in connection with measures they can take to better protect their homes from bushfires does not refer to the potential of wooden fences, conifers and outbuildings to contribute greatly to fire spread, particularly in suburban areas. Also noteworthy is Mr Leonard's evidence that the linear sitting of homes on house blocks in Canberra seems to be an important factor contributing to house-to-house fire spread and that this should be avoided in future developments on the urban fringe |
REC126-1986 | 39 - Disaster Risk Management | That the ACT and NSW authorities conduct a comprehensive risk analysis based on the most up to date knowledge relating to fire behaviour and spread in order to establish the degree of risk to each others' jurisdiction from fires ignitting in the other jurisdiction and to ensure that both jurisdictions remain fully informed and participate in risk assessments, the development of suppression strategies, and the development and dissemination of community information messages or warnings |
REC126-2004 | 35 - Business and Industry in relation to industry | That the ACT Government and ActewAGL jointly develop and implement protocols that will create a procedure whereby each of the water and sewerage, electricity and gas distribution networks, or parts thereof, can safely and promptly be manipulated, controlled, shut off, isolated or disconnected under emergency conditions. |
REC126-1997 | 8 - Communications and warnings | That the Emergency Services Agency conduct investigations - and liase with emergency services agencies in other jurisdicions - in order to ascertain what technologies exist and are effective for use in disseminating warnings and associated information to the community of the ACT |
REC126-1959 | 13 - Mapping and data quality | That the Emergency Services Agency introduce a program with land management agencies in the ACT to ensure that maps of all public and private land in the ACT are subjected to regular review and amendment as required. Maps of a scale sufficient to facilitate fire management operations should be available in printed form and maintained on an electronic database capable of modification to add relevant features during a firefighting operation |
REC126-1996 | 9 - Community education | That the Emergency Services Agency develop a clear policy for disseminating information to the public and the media in times of emergency and that, as required, that policy incorporate advance door-knocking of homes in the area affected, as well as regular broadcasts by local radio and television stations and regular updates on the relevant website - be that Canberra Connect or a different ACT government website - as well as the Emergency Services Agency's website |
REC126-1950 | 39 - Disaster Risk Management | That the Emergency Services Agency adopt a more rigorous risk management approach to incident management and prediction – with particular emphasis on the development of improved community information strategies and protocols |
REC126-1970 | 35 - Business and Industry in relation to industry | That the Emergency Services Agency reconsider and revise the arrangement that exists between the ACT Fire Brigade and Canberra airport in relation to the provision of assistance |
REC126-1994 | 8 - Communications and warnings | That the Emergnecy Services Agency publicise and demonstrate the use of the Standard Emergency Warning Signal and provide to the community adequate explanation of the application of the signal. This should occur at least annually, in conjunction with any pre-summer fire awareness initiatives |
REC126-1993 | 9 - Community education | That consulations and negotiations occur between the Emergncy Services Agency and the NSW Rural Fire Service to ensure that fire risk and safety messages to the community are coordinated. Maximum use should be made of television and radio announcements throughout the ACT and southern NSW, consistent with NSW timetables for targeted programs in conjunction with the United Firefighters Union ACT Branch and volunteer fire brigade representative. The Emergency Services Agency should consider using ACT Fire Brigade staff and ACT Rural Fire Service volunteers to talk to groups in the community on request, thus furthering face-to-face community education in high-risk suburban areas of the ACT |
REC126-2005 | 9 - Community education | That community education programs include unambiguous information that at times of unusually high water demand there might be a drop in or loss of water pressure and it might be appropriate for residents who intend to remain and fight a fire to have auxilary water pumps or booster pumps |
REC126-1982 | 8 - Communications and warnings | That the Australian Federal Police and the Emergency Services Agency agree on a policy on community safety and evacuation during bushfires, based on the Australasian Fire Authorities Council position outlined in its paper Community Safety and Evacuation during Bushfires. Community education programs should incorporate advice on this, including the ‘stay or go’ policy |
REC126-1992 | 9 - Community education | That implementation of the Bushfire Wise Program continue and include a letterbox drop of the updated Bushfire Information Booklet |
